Job Summary

The City of Lawrence Municipal Services & Operations Department is a full-service, front-line operational department. The department provides community services in infrastructure and maintenance (facilities & structures, street and stormwater maintenance, pavement management, water treatment and distribution, wastewater collection and treatment), engineering (engineering design and technical support, stormwater, utility and traffic engineering), services (solid waste, water, wastewater, fleet management, and administrative functions). Municipal Services & Operations projects and services are vital to the growth, health, safety, comfort and quality of life for our community.

Job Responsibilities

100% - This position serves as the Environmental Remediation Manager for the Farmland Remediation Program for the City of Lawrence. Provides planning, management and oversight to ensure program and regulatory objectives are met. Performs regulatory negotiations and evaluates program goals, while supporting actions with data driven decisions. This position will be responsible for all existing regulatory reporting, scheduling of field activities, and data review associated with groundwater, stormwater, remediation, and NPDES permitting requirements. Manage and complete environmental reviews and actions associated with the Farmland site. This position will manage contracts, budgets and activities associated with remediation of the Farmland site. Manage and participate in the development and administration of the program’s annual budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments; and seek additional funding opportunities to achieve remedial objectives. Continuously monitor and evaluate environmental data; internal reporting relationships; identify opportunities for improvement; and direct the implementation of change. Responsible for resolving highly sensitive issues with employees, citizens and outside agencies; and provides highly responsible and complex support to departmental leadership.


Qualifications - Equivalent to a bachelor’s degree from an accredited college or university with major course work in the specific functional areas assigned. Master’s degree or Professional License (Geologist or Engineering) preferred. Three years’ experience of increasingly responsible professional experience including two years of specific experience in environmental remediation. The successful candidate must possess an appropriate, valid driver’s license and pass City background, physical, and drug screens.
